The invitations go out as House Bill 803 (HB 803) puts the state’s building departments on hard new statutory deadlines.
While the current invitations referenced in this release are limited to Florida, VELMAND is available nationwide. Counties all over the United States are writing new requirements into their own public solicitations. In one Washington State county, a 2026 request for proposals asks for a configurable fee engine and a complete, immutable audit trail of who did what, when, and why, with no programming needed from the vendor.
VELMAND was built to meet these emerging requirements and the company tracked that demand before it wrote a word of marketing. Nothing VELMAND claims to do is a roadmap item. The features and functionality are available today.

Florida’s HB 803 legislation includes statutory decision deadlines as short as five business days and a uniform digital application arriving in 2027. A department that misses a deadline runs the risk of losing permit revenue automatically. All of Florida’s county building departments face the same clock at once.
Rather than ask a county to take any of this on faith, AIVG Holdings prepared a series of due diligence documents before any formal evaluation invitations were distributed. A county official accesses a private, encrypted document portal that includes a clause-by-clause overview of HB 803 tied to the specific mechanism VELMAND provides, a security and data-governance summary, a data-location and continuity disclosure, a sole-source justification, the pricing and licensing model, and a sample cooperative-purchasing agreement. The same portal contains a recorded walkthrough of a permit run from application to decision on the live system.
VELMAND is available now. No county is yet in production on it.
